कोई भी संविधान चाहे वह कितना ही सुंदर, सुव्यवस्थित और सुदृढ़ क्यों न बनाया गया हो, यदि उसे चलाने वाले देश के सच्चे, निस्पृह, निस्वार्थ सेवक न हों तो संविधान कुछ नहीं कर सकता। डॉ. राजेंद्र प्रसाद की यह भावना पथ-प्रदर्शक की तरह है।

संविधान सभा से भारतीय संविधान की स्‍वीकृति के उपलक्ष्‍य में आज देशभर में संविधान दिवस मनाया जा रहा है। वर्ष 1949 में आज ही के दिन संविधान सभा ने संविधान के प्रारूप को औपचारिक रूप से मान्‍यता दी थी। इसके बाद 26 जनवरी, 1950 से देश का संविधान लागू कर दिया गया।

राष्‍ट्रपति राम नाथ कोविंद संसद भवन के केन्‍द्रीय कक्ष में संविधान दिवस समारोहों का नेतृत्‍व करेंगे। उप-राष्‍ट्रपति एम. वेंकैया नायडु, प्रधानमंत्री नरेन्‍द्र मोदी, लोकसभा अध्‍यक्ष ओम बिरला, मंत्री, सांसद और अन्‍य गणमान्‍य व्‍यक्ति इस अवसर पर उपस्थित रहे। आम जनता से अनुरोध किया गया था, कि वे कोविड नियमों का पालन करते हुए अपने-अपने स्‍थानों से, राष्‍ट्रपति कोविंद द्वारा संविधान दिवस की प्रस्‍तावना पढ़े जाने में सम्मिलित रहें।

पहली बार 2015 में "संविधान दिवस"-
संविधान दिवस पहली बार वर्ष 2015 में मनाया गया, जब राष्ट्रीय जनतांत्रिक गठबंधन सरकार ने डॉक्टर भीमराव आम्बेडकर को श्रद्धांजलि के रूप में यह दिवस मनाने का निर्णय किया था। संविधान का ऐतिहासिक दस्तावेज तैयार करने विशाल कार्य पूराने करने में संविधानसभा को दो वर्ष 11 महीने 17 दिन का समय लगा। इसके सदस्यों में ऐसे अनेक व्यक्ति शामिल थे, जिन्होंने स्वतंत्रता आंदोलन में महत्वपूर्ण भूमिका अदा की थी। संविधान ने भारत को प्रभुसत्ता संपन्न, समाजवादी, पथंनिरपेक्ष, लोकतांत्रिक गणराज्य घोषित किया और इसके नागरिकों के लिए न्याय, समानता, स्वतंत्रता और भाईचारे को बढ़ावा देने की वचनबद्धता व्यक्त की।

संविधान दिवस कार्यक्रम को संबोधित करते हुए पिछले वर्ष प्रधानमंत्री ने कहा था- "देश सदैव संविधान निर्माताओं के योगदान को याद रखेगा। आज डॉक्टर राजेन्द्र प्रसाद और बाबा साहेब से लेकर के संविधान सभा के उन सभी व्यक्तित्व, उनको सबको नमन करने का भी दिन है, जिनके अथक प्रयासों से हम सब देशवासियों को संविधान मिला है। आज का दिन सरदार वल्लभ भाई पटेल की प्रतिबद्धता को प्रणाम करने का दिन है। ऐसे ही अनेक दूरदर्शी प्रतिनिधियों ने स्वतंत्र भारत के नवनिर्माण का मार्ग तय किया।"

In our country, not only women were given the right to vote from the beginning, but many women were members of the Constituent Assembly. They also made an unprecedented contribution in the making of the Constitution. 
72 years ago, in this Central Hall, the framers of our Constitution had adopted this document for a bright future of independent India. I believe that the development journey of India has been progressing on the strength of our Constitution.

Constitution Day  celebration-
Constitution Day Constitution Day is being celebrated across the country today to mark the adoption of the Indian Constitution by the Constituent Assembly. The day commemorates the adoption of the Constitution in India. On this very day in 1949, the Constituent Assembly of the country formally adopted the Constitution which came into force on 26th January 1950.

President Ram Nath Kovind led the celebrations of Constitution Day in the Central Hall of Parliament House. The occasion was graced by Vice President M. Venkaiah Naidu, PM Narendra Modi, Lok Sabha Speaker Om Birla, Ministers, MPs and other dignitaries.  Addressing a Constitution Day function last year, PM Modi had called upon people to always remember the contributions of those leaders because of whom the Indian Constitution was drafted:

In order to ensure maximum people's participation, Parliamentary Affairs Ministry has developed two portals. One portal is for Online Reading of the Preamble to the Constitution in 22 official languages and English. The other portal is for Online Quiz on Constitutional Democracy. Anyone can participate in these and get certificates.

Constitution Day was first celebrated in 2015, when NDA Government decided to mark the day as a tribute to Dr B R Ambedkar who played an important role in its framing as the Chairman of the Drafting Committee. The constituent assembly took two years, eleven months and seventeen days to accomplish the stupendous task of drafting the historic document. It had many members who fought for the freedom of the country and came from different regions, religions, communities reflecting the country's diversity. 

The Constitution declares India a sovereign, socialist, secular, democratic republic, assuring its citizens justice, equality and liberty and endeavours to promote fraternity. It is the longest written constitution of any sovereign country in the world. The Indian constitution has stood the test of the time as India has been able to foster a vibrant democracy at its heart.
 
CEC greetings 
Chief Election Commissioner (CEC) Sushil Chandra extended greetings to all citizens on the occasion of Constitution Day. He informed that the Constitution vests the superintendence, direction and control of the conduct of all elections to Parliament and State Legislature in the Election Commission. Highlighting the importance of Right to Vote guaranteed by the Constitution, Mr Chandra requested all citizens will attain the age of 18 years by 1st January, 2022 to register themselves in the Special Summary Revision of Electoral Rolls.

Constitution Day :  
Since ancient times, Bharat has had a long tradition of emphasising duties and responsibilities. As we look towards India over the next 75 years, we also need to highlight the duties of our citizens
 
On April 29, 1947, Sardar Vallabhbhai Patel moved the interim report on fundamental rights in the constituent assembly after which the Assembly debated and discussed each clause over a 15-day period. As the discussion on rights progressed, the inevitable link between fundamental rights and duties was brought up by several members, including Dr B Pattabhi Sitaramayya representing Madras state. 

Sitaramayya said, “we wanted to speak of not merely fundamental rights but also fundamental duties. But it did not look as if these were capable of being tabulated, because in the first instance every right implies and includes a duty. What is my right is my neighbour’s duty to me. The right of the wife to equality with the husband is the duty of the husband towards the wife in respect of the matter of equality”. Countering criticism from several members of the House that duties were not mentioned, Sitaramayya said, “the criticism that has been levelled by some friends in this House that the duties were not mentioned, is not quite correct because every right implies and includes a duty”.

The link between fundamental rights and duties has not just been a constitutional debate, but a civilisation discussion, since time immemorial. Since ancient times, Bharat has had a long tradition of emphasising duties and responsibilities. This manifests itself in the Vedas and in our epics — the Ramayana and the Mahabharata. The life of Lord Rama chronicles the life of a duty-bound son, husband, and king. Lord Krishna’s advice to Arjuna on the battlefield emphasises treating work as a sacrifice to the supreme lord, and exhorts Arjuna to perform his prescribed duties without being fixated on the results.

In fact, Mahatma Gandhi drew from the philosophies of ancient India. On January 8, 1925, presiding over the third Kathiawar Political Conference held at Bhavnagar, he said, “The true source of rights is duty. If we all discharge our duties, the right will not be far to seek… If leaving duties unperformed we run after rights, they will escape us like a will-o’- the-wisp. The more we pursue them, the farther they fly”. To him, rights and duties were not separate, and one had to perform the duties to seek rights.

Today, on Constitution Day, it is important that we emphasise our fundamental duties for the growth and progress of our country. If deeper roots have to be established in a diverse and democratic country such as India, citizens will have to converge their inalienable fundamental rights with their fundamental duties. Our soldiers at the border protect us from harm’s way, but it is the duty of every citizen to defend the country and render national service when called on to do so. It is not just law enforcement agencies, but the duty of every Indian to uphold and protect the sovereignty, unity, and integrity of India. While our scientists and engineers create life-saving vaccines and medicines, conceptualise and execute complex projects that transform India, it is the duty of every Indian to develop a scientific temper, with a spirit of inquiry.

While it is the right of every Indian to express themselves freely, including their right to assemble peacefully, it is also the duty of every Indian citizen to safeguard public property and to abjure violence, an idea vociferously espoused by the chairperson of the drafting committee of our Constitution, Dr BR Ambedkar. Protecting our environment and preserving our heritage, showing compassion for all living life, displaying empathy and humanism, upholding the rights of women and their dignity, are all fundamental duties that are natural to us, owing to our rich civilisational ethos.

As we take stock of our 75th year of Independence, most would agree that India has made tremendous progress in securing the rights of every Indian citizen. Fundamental rights have now expanded beyond the rights initially envisaged by the constituent assembly. It now includes the right to information, education, and privacy. Since 2014, at several forums, Prime Minister Narendra Modi nudged all Indians to fulfil their fundamental duties, as enshrined in the Constitution. He encouraged citizens to not view rights and duties in isolation as they are not two separate structures. Our duties form the basis of everybody’s rights.

As we now look towards India over the next 75 years and build a template, we also need to highlight the duties of our citizens. November 26 — Constitution Day — serves as a reminder of our national goals. It is only through the fulfilment of our duties in the most earnest way that we can live life to our truest potential and help lead our nation towards prosperity and development. Today, every citizen has an important duty in building a New India that will enable India to achieve its rightful place in the global arena.
